Civil Rights Project Report:
The Unraveling of NCLB



The wide variety of No Child Left Behind amendments -- made by states in response to the law's many troubling provisions -- are a concession that NCLB isn't working, according to a  report from The Civil Rights Project.

The report, from a study funded in part by NEA, summarizes the state-by-state changes to NCLB allowed by the U.S. Department of Education, including the amendments each state has adopted. This allows NEA state affiliates to easily see the changes in their states' accountability plans, and compare them to what has been negotiated in neighboring states.

The 60-page report -- "The Unraveling of No Child Left Behind: How Negotiated Changes Transform the Law" -- also:

  • Points out the clear winners and losers;
  • Finds that the Bush Administration has not addressed the underlying flaws in the law; and
  • Concludes that a major overhaul of NCLB will be necessary -- not just tinkering at the edges in response to political pressure.
