<h2>On-Line Paraeducator Refresher Tests<br />
</h2>

<p>Many school districts are using the ParaPro Assessment test developed by ETS to determine whether paraprofessionals who have not completed two years of college meet the requirement to be "highly qualified" under the "No Child Left Behind" act. Paraprofessionals working in Title I schools must meet the requirements.</p>

<p>NEA has created three&#160;<a href="http://www.nea.org/esphome/issues/refresher-test2.html">short, interactive on-line refresher tests in math, reading and writing</a>, based on the kinds of questions asked by the ETS test. Go to the refresher tests.</p>

<p>The federal law originally set a deadline of Jan. 8, 2006 for paraprofessionals to meet the "highly qualified" requirements, but in a major lobbying victory, NEA helped persuade the U.S. Department of Education to extend the deadline to the end of the 2005-06 school year -- the same as for teachers.</p>

<p>The extension, long sought by NEA, was made public on June 16 in a letter to Congressman Mike Simpson (R-ID) from U.S. Education Deputy Secretary Raymond Simon.</p>

<p align="left">There are two types of Title I programs. Targeted Assistance Title I schools are those schools where Title I funds may only be used to serve individually identified students who are "educationally disadvantaged." In this case (and all schools that have less than 40% of their students in poverty are automatically in this category) only those teacherse paid in whole or in part with Title I funds are considered a teacher teaching in a program supported with Title I funds.</p>

<p align="left">The other type of Title I program is called Schoolwide Title I. This is limited to those schools with at least 40% of its students in poverty -- in which case the school MAY choose to use its Title I funds to serve all students. If that happens then ALL teachers are considered working in a program supported by Title I funds. So, to determine if the HQ requirements apply NOW to teachers in a Title I program you have to know if your school is schoolwide (and then the answer is YES), or targeted assistance (and the answer is only if you are directly paid with Title&#160;I funds). About half of Title I schools are schoolwide.</p>

Here's an exact quote from U.S. DOE Teacher Quality Guidance:</p>

For practical purposes, the term 'current' teacher does not have a different meaning than the term 'veteran teacher' or 'teacher who is not new to the profession.' We use the term current teacher rather than veteran teacher in this context only because we do not want to imply that such a teacher must have extensive teaching experience."</p>
