FY05 IDEA Funding

The President's proposed budget for Fiscal Year (FY) 2005 [Oct. 1, 2004 - Sept. 30, 2005] would bring the federal share of IDEA funding only to 20 percent, or one half the 40 percent promised when the legislation was first enacted in 1975. Two bills in Congress seek to remedy this shortfall.
