I've had success with homework completion by pairing students (or three/group if numbers are not even) as 'study buddies.' At the end of the day there is organizational time, when buddies check with each other to be sure each knows what assignments they have. If students run into problems with homework during the evening, they call their study buddies. They can also call me at home. I've found that study buddies really get on each other's cases when work is not done; they sometimes ask for time to work together when one is behind. This was especially helpful for my ADHD students, who were paired with my more organized students.
