I am one of the teacher advisers for our elementary school student council. To make sure that the time students spend on the student council does not impinge too much on their academic work, we did a few things. We tell the students who would like to join student council as well as their parents that this is a time commitment by both the student and the parent. We hold our meetings before school (7:15 am) twice a month and it is the responsibility of the parents to provide transportation for the participant. We found that before school is easier for parents to get children to school rather than after school. I think if parents and students are told up front when meetings are, arrangements can usually be made. Parents can also car pool!
