Under Article IX – Section 2 – Amendments: “Any proposed amendment to these bylaws shall be sent to the president of NCESP by May 1. Copies of the proposed amendment must be sent to all Organizational and Individual members at least 30 days prior to the council meeting.”
Having met the May 1 requirement, the proposed change to the bylaws is under Article III Section 2a -  Membership Dues & Sponsorships.
The bylaw currently reads: “a. Annual individual dues for an NCESP member shall be $25…”
Rational for change: Under the current stipulation, members seeking to enroll or reenroll would have to renew again in September for the next fiscal year. To avoid having to renew memberships two months after the Representative Assembly the recommended change is that memberships for those who enroll and pay dues at the Representative Assembly for $30 will carry them through the remainder of the current fiscal year as well as the following fiscal year.
Recommended Change to the bylaw: “Annual individual dues for an NCESP member who enrolls or reenrolls membership shall be $30, which shall be a prorate from the end of the Representative Assembly through the end of the fiscal year (August 31) and starting  September 1 to carry through the entire fiscal year.”
This amendment will be voted on at the annual meeting in Minneapolis and requires a two thirds (2/3) vote of
the ballots cast by delegates present and voting.
